Abstract：Coalis themainsourceoffuelforthermalpowergenerationin，andthecoalimportsforthermal power plants in WesternmainlyrelyowestercoastalportsThecoaltrageandtransportationprocesisusuallyonductedintheopenair involving overlappngoperationsandhuman-machineinteractions.Meanwhile，theflammabiltyofcoaliselfincreasesthediiculty of managing this proces.Fromtheperspectiveof theteoryofaccidentalenergyrelease andagainstthebackdropofthe planing of the NewWesternLand-Sea Corridor，this paperidentifieshazardousfactors inthecoalstorageandtransportation processatportyards in Wester ，constructsasafetyevaluationindexsystem，and providescorrespondingindex quantifcationmethods.Tispaper providesareferenceforportenterprisessafetymanagementinoaltoagandtransportationimprovethemanagementlevelrtyard storage，and reduce risks in coal operations.
