Abstract：ThedevelopmentofemergencylogsticsinChinaisapid，butcurentresearchmainlyfocusesonmaterialdistribtion transportationotimzation，andotheraspectsofmergencylogistics，withlitleempasisontemodeizationofmunicipalergency logistics managementsystems.Inordertocombineemergencylogisticsin Xuzhouwithmoderninformationtechnologybasedonthe backgroundofbigatainformationsharing，thisarticleclasifiestheconstituentelementsoftheemergencylogisticssystemobtaiing three primaryindcators：internaldrivingelements，extealguidingelements，andintermediateconnetingeements.Basedotisan evaluationmodelisonstructedforthe prmaryidicators，svesecondaryidicatos，ndineteetertiaryindicatos.aalyis is conductedonthem，anditisconcludedthatthe mostfundamentalelementsafectigthemoderizationgovernanceofXuzhou's emergencylogisticssystearecommandlayouandintegrationcoordination，andthemainpath toachevemoderzationgoveaceof the emergency logistics system is through policy supervision.
