Abstract： In the new development stage， the county level has become a key focus for comprehensively advancing China‘s rural revitalization strategy and achieving high-quality development of public sports services. Using methods such as literature review and analytic hierarchy process， this study explores the practical challenges faced in the high -quality development of county-level public sports services in China. It systematically constructs a GISbased optimization model for the layout of county -level public sports services and proposes specific implementation strategies. The research identifies several main issues in the spatial layout of county - level public sports services in the new development stage， including unbalanced structural layout planning， overly singular funding supply channels， suboptimal spatial accessbility， and inadequate post-construction maintenance systems. The county-level public sports service system based on GIS technology， which fully considers various influencing factors and scientifically and rationally optimizes data， analysis， and application processes， demonstrates good practicality and operability. This study aims to provide theoretical references and practical foundations for the spatial planning and construction of county-level public sports services in China during the new development stage.
