The Research on Industrial Structure Upgrading and Talent Allocation Mechanism Based on System Dynamics

Abstract: Under the new development paradigm of dual circulation,the synergy between industrial structural upgrading and talent allocation is crucial for high-quality economic development. This study employs system dynamics theory to construct a multi-dimensional feedback system model encompassing "industry-innovation-capital-talent". Utilizing panel data,seven policy scenarios were designed-talent application-oriented,economic development-driven,government-led, technological innovation-focused,and market competition-oriented-and simulated using Vensim software. The analysis specifically examines the dynamic impact of four driving dimensions (market, technology, organization,and capital) on industrial upgrading. The results indicate that the talent application-oriented scheme exerts the most significant optimization efect on industrial structural upgrading. The economic development-driven and technological innovation-focused schemes demonstrate moderate positive effects,while the government-led and market competition-oriented schemes yield relatively limited impacts. The research reveals the core role of talent as the principal actor within the system, providing a theoretical foundation and decision-making insights for optimizing industrial upgrading pathways and cultivating high-level talent.
