Abstract： [Purposes] Intellectual property is a core element of innovation-driven development，and an important hand in stimulating the innovation drive of enterprises，optimizing resource allocation and enhancing the competitiveness of the industrial chain.In order to enable the new development pattern to circulate well， it is necessary to respond to it by using the intellectual property system.[Methods] By analyzing the important role of intellctual property system in promoting technological innovation and industrial upgrading of enterprises，this paper discusses the strategic significance of participating in international intellectual property cooperation and promoting the optimization of global rules，so as to optimize the current intellctual property system.[Findings]From the analysis，it is clear that the intellectual propertysystem is facing multiple challenges such as insufficient protection intensity，low transformation effciency and increased pressure from international competition under the new development pattern of "double cycle".[Conclusions] In orderto strengthen the“cycle”of development，the intellectual property system should focus on improving laws and regulations，strengthening the mechanism of transformation and utilization，and enhancing the international layout and capacity of rights protection.
