The Impact Intelligent Government Construction on the Efficiency Public Services -Evidence from the Data Chinese Government Procurement Contracts

Abstract： Based on the perspective government-enterprise cooperation， the double-edged sword effect intelligent government construction on government public service eficiency is examined. By constructing a quantitative spatial model incorporating AI and government decision-making and using local governments’ signing procurement contracts with AI firms as a quasi-natural experiment，it is found that coperation with AI firms will have a positive and negative impact on public service eficiency through the fiscal crowding-out effect，the innovation-driven efect，and the talent-aggregation effect，with the final average effect being positive. Heterogeneity analysis shows that signing procurement contracts mainly promotes public service eficiency in the Yangtze River Delta region as wellas in cities that are large-scale， with low-government-intervention and low-fiscal-pressure.
