Abstract：This paper focusesonthecommon deficienciesandchallenges in theconstructionof high-standard farmlands in coldandaridregions，explorestheirspecific manifestationsandunderlyingcauses，andproposescorrespondingstrategiesand recommendations.Thestudyfindsthattheissuesinhigh-standardfarmlandconstructionarisefrommultiplefactors，including institutionalibalc，eaviostortionieyterestseaktialonstraintsndupportstems，ndisutoil participation.Toadresstheseisues，thissudyadoptsacombinedapproachof literaturereviewandcasestudysystematically examiningrelevantpolicydocumentsandresearchachievements，whilealsoinvestgatingpracticalcasesinrepresentativeegions. Thepaperproposesstrategiessuchascorectingdistotionsinpeformanceevaluationandfiscalimbalance，strengthenigsientific adaptationanddigitalsupervision，activatingpluralisticcogoveanceetworks，andestablishinglosedlopconstraintsstems， withtheaimof providing references for promoting the high-qualitydevelopmentof high-standard farmland construction.
