Abstract：TheLoess Plateau，asthecradleof China'sagricultural civilizationandatypicaldryland farmingarea，has witnesedhighieldrecordsforor，wheat，andpotatoesinmultipleegionsinrecentyears，indicatingsignificantpotetialfor increasedyields.Basedotheaccumulatedexperiencefromrelevantprojectimplementationandfieldresearch，thispaperproposes theconceptoffivemajorgrainreservebasesontheLoessPlateauandanalyzesthecharacteristicsof grainproductionchanges.It examinesthe'doublingpotentia'ofgrainoutputinthesereservesfromperspectivesincludingyieldimprovement，technological inovation，andtotalproductiongrowth，alongithteequedientificandtehnologicalsupport.Tisstudyclarifistefollwing developmentprinciplesforconstructingthesegrainreserves：prioritizingdroughtresistanceandwater-savingpriorizingological environmentalprotectinacceleratingsoilaterstoagendonsevationproectsursungeeandloarbondevelopd fosteringnewqualityproductiveforcesinagriculture.Recommendationsincludeformulatinganationalconstructionplanforthe Loess Plateau grain reserves，creating a 'one-million-mu' ≈ 66 700 hectares） high-yield belt for drought-resistant and water-efficient grainproduction，andexpeitingthedevelopmntofhig-standardfarmlandandwaterdiversionprojects touderpinthestablsent of grain reserve bases on the Loess Plateau.
