基于全生命周期视角下的PPP项目风险识别及控制

【摘  要】PPP项目包含2个部分资本：一个是政府资本，另外一种是社会资金。通过这种融资的方式，既可以满足项目对资金的要求，又能降低风险，使政府和企业都能从中获利。论文立足于全生命周期视角，针对PPP项目展开探讨，在介绍如何识别风险的基础上，提出了控制PPP项目风险的措施。

【Abstract】PPP projects include two parts of capital： one is government capital， and the other is social capital. Through this way of financing， the project can not only meet the requirements of funds， but also reduce risks， so that both the government and enterprises can benefit from it. Based on the perspective of the whole life cycle， this paper discusses the PPP project. On the basis of introducing how to identify the risks， it puts forward the measures to control the risks of PPP project.
