The realistic dilemma and optimization path of empowering administrative procuratorial supervision with digital technology

Abstract： The high-quality development of administrative procuratorial work empowered by digital technology is a manifestation of the legal supervision model that "digital empowers supervision，and supervision promotes governance"，and is the key to promoting the goal of "high-quality and efficient handling of every case" in digital procuratorial work. Compared with traditional administrative procuratorial work，the expansion of supervisory power of procuratorial organs in the digital age and the hidden concerns of digital inteligence have led toan increasing trend of digital risks faced by procuratorial organs. This not only affects the original relationship of procuratorial rights and responsibilities，but also brings digital challnges to administrative procuratorial work，manifested in conflicts between the rights and responsibilities of procuratorial organs and administrative organs， conflicts between the opacity of digital technology and the openness of legal supervision，and difficulties in the utilization of procuratorial data.Faced with these issues，the procuratorial organs should first establish a supervision pattern with clear boundaries，clear rights and responsibilities，and internal and external cooperation. Then，the intelligent concerns brought by digital technology can be addressed from three aspects： algorithm transparency，algorithm standards and technical due process Finally， by promoting data sharing and optimizing supervision models，administrative prosecutorial supervision and deep data integration can be achieved to solve the prosecutorial difficulties brought by digital technology.
