A study on the anti-monopoly regulations of agricultural material industry in China

Abstract： The industry of agricultural materials in China is a key field for guaranteeing the food security and agricultural modernization. However，the high technical and capital barriers in the industry have raised the market access threshold，and in addition，the deepening of the vertical integration of the industry chain has stabilized the market position of the existing large enterprises，so the monopoly risk formed thereby shall not be ignored. At present，the monopoly behaviors in the agricultural material industry mainly include horizontal price coordination， vertical market segmentation，conclusion of monopoly agreements by industry associations，and unreasonable high prices， which not only exclude and restrict the effective competition in the agricultural material industry， but also seriously impair the interests of the distributors and farmers.Given this，China shallformulate the Anti-monopoly Guidelines for the Agricultural Material Industry as soon as possble；the anti-monopoly law enforcement authorities shallatach importance to the anti-monopoly law enforcement of the agricultural material industry，and give priority to investigating and punishing the industrial associations，and help organizations to reach monopoly agreements；it is necessary to improve the coordination mechanism for administrative law enforcement and the judicial connection mechanism for anti-monopoly of agricultural materials so as to escort the healthy development of China's agricultural material industry.
