Constructing a Service-Based Regulatory Compliance System for Developing Top-Tier Rule-of-Law Business Environment: The Case of Wendeng District's Food Safety Social Governance

Abstract

Fromthe perspective of administrative supervisionand grounded in the fundamental principle of“social co-governance”in food safety regulation,this study examines the necessity and legitimacyof China's compliance supervision system for market entities.Taking the pioneering eforts of the Weihai Wendeng Districtasacase study一where externally established corporate compliance prevention and error-correction mechanisms and internally developed an administrative compliance management system centered on service-oriented enforcement一this paper explores thepractice of “serviceco-governance"under the“social co-governance”framework in food safety regulation.Itfurther investigates feasible pathways for constructing a compliance-driven system through the synergistic integration of rule-of-law supervision,smart supervision, and credit-based supervision.The findings aim to provide insights for institutional refinement and practical implementation,ultimatelycontributing tothe creation of afirst-classbusiness environment and high-quality development underpinned by robust legal safeguards.
