Abstract
OnSeptember12,2025,the17thSessionof theStanding Commiteeof the14thNationalPeople's Congress deliberated and passed the decision toamend the Food SafetyLaw.This revision targets two criticalissues: the bulk road transportation of specific liquid food productsand the enhanced supervision of infant formula liquid milk,establishing acomprehensivewhole-chain regulatory framework.Based onananalysis of the coreamendmentsand contextualized within thecurrent landscape of edible vegetable oil productionand transportation in Shanghai,thisarticleexamines the implications of the revised provisions from multiple dimensions,including regulatoryenforcementand collaborative governance,present chalengesand future developments,and therolesofcentralagencies versus localauthorities.Itargues for therationale behind therevision's directionandofersadetailedcritique of specificclauses.Thiscritique focusesonrefining the verification standards fortransport containers,proposing a more scientifically calibrated penalty system, implementing digital monitoring of transportation process information,and outlining multiple measures to ensuretheeffective implementationof theamendeddraft.
