Research and Suggestion on the Linkage Mechanism between Main Responsibility and Supervision Responsibility of Food Safety

Abstract

Safe food is "produced" but also "supervised" ，and a sound food safety management system is an important institutional guarantee to keep the botom line of food safety.The food supply chain is long， the business complex，the involved departments numerous，and the risks diverse，making supervision prone to form a "blind area". Under the new situation，it is dificult to achieve full management coverage only by emphasizing the implementation of the main responsibiity of the food safety enterprise and the supervision responsibility of the government.This article discusses the boundary division of China's food safety responsibility，analyzes the value of establishing the food safety responsibility linkage mechanism， and puts forward countermeasures to establish the food safety main responsibility and supervision responsibility linkage，so as to provide reference for improving the food safety management chain.
