Practical Approaches of Re-organization in Grassroots Sports Governance ： Based on Grassroots Governance Practice of Public Sports Affairs in Shangha

Abstract：The re-organization of grassots sports governance is a processof re-organizing multiple social sports forces in theabsenceof sportsadministrative departments，reflecting the development direction and trendof sports socialization. Takingthefour elements of“subject，resource，methodandrule”as theanalytical framework，this paperdeeply analyzes the practice and corresponding problemsof grasroots governance of publicsportsafairs in Shanghai，and explains the structural reorganizationprocessof grasroots sportsgovernancere-organization.Itfinds that there-organizationof grasroots sports governancefollowsthe logical mechanismsofco-creationof multi-subjects，integrationof grasroots resources，optimizationof governance methods，and implementationof corresponding rules，ndreconstructsanetworked grasrots sports governance structure.In practice，eforts should be focused on four aspects：gathering multiple governance subjects，coordinating multiple governance resources，precisely applying govermance methods，and standardizing govenance rules，soas to achieve there-organization of grasroots sports governance andthus solve the“last mile”problem of grassroots sports governance.
