The Transformation and Service Innovation of European Public Libraries from the Perspective of Digital Inclusion： A Case Study of Public Libraries 2030

Abstract Public libraries around theworldareundergoing a period of transformation.In Europe，the non-profit organization Public Libraries 2O30 （PL2030）has caried out a wide range of innovative service practices driven by the goal of digital inclusion，offering valuable insights into the transformation pathways of public libraries.Drawing on literatureand online research，this paper summarizes PL2030’s practices of digital inclusion across threedimensions： digitalaccess，digitalskill，anddigitalenvironment.Itfurtherrefinesathree-tierframework—comprisingFEPL， LighthouseLibraries，and twelvesub-projects—toillustrate theorganization’sstrategic structure.The paper finds that PL2030 has made significant achievements in enriching theroleof public libraries，strengthening library aliances，and promoting theintegrationofpubliclibraries intobroadersocialdigital transformation.This paper suggests that Chinese public librariesshould focus onextending information services to grassroots communities，upgradingthe digital skilsof three key population groups，proactivelyredefining their institutional roles，and restructuring alliance models.By incorporating digital inclusion strategies，they can efectively drive their own transformation.
