Strategies for Constructing a Knowledge Graph of Overseas Think Tank Literature on China for Policy Advisory Services

Abstract Integrating overseas think tank literature on China through knowledge graphs and mining viewpoints，hot topics，trends，risks，and opportunitiescan provide decision-makers with more targetedreferences.This paper first outlines the requirements for constructing knowledge graphs for policy advisory services，emphasizing decision-oriented design，timeline，foresight，andmultimensionalassociations，nddescibes thprocesssofdataclectionoation andclassification，and knowledge extraction.Itthen examines knowledgeservicesand applicationsenabledby knowledgegraphs，including knowledgenavigationandeficientretrieval，multi-scenariovisualization，decisionsupport andrisk identificationautomaticgenerationofdecisioneports，andpersonalizedservices.Finally，itdiscussespotetial challenges in the construction proces.The paperargues thatbuildinga knowledge graphofoverseas think tank literature on China forpolicyadvisory services is both theoreticallyand technicallyfeasible，and holds significant practical value.
