共享电动车三方协同共治体系研究

摘要：基于共享经济和低碳环保的时代背景，文章对共享电动车行业现状及产生的原因进行了深入探索，对此进行分析并总结出相应的治理方案，运用《协同论》的方法，将城市共享电动车管理涉及的多方管理主体进行整合，针对共享电动车健康使用提出了政府、企业、市民三方协同管理的方案体系。

Research on Tripartite Collaborative Governance System of Shared Electric Vehicle

Abstract： Based on the background of the sharing economy and low‑carbon environment， this paper makes an in‑depth exploration of the current situation and causes of the shared electric vehicle industry， and studies and analyzes it and summarizes the corresponding governance schemes. Using the method of' synergy theory'， this paper integrates the multi‑party management subjects involved in the management of urban shared electric vehicles， and puts forward a three‑party collaborative governance scheme system of government， enterprises and citizens.
