The Coupling Mechanism and Implementation Pathways of Industrial Colleges in Empowering Rural Revitalization

Abstract：Acore challnge inrural revitalizationlies in thestructural imbalance between the talent supplysideand the industrialdemandside.Asacrucial platform，industrialcoleges nedtoachieveabreakthroughinthesynergisticefficacofthe “Four Chains”.Using the“Four-Chain Integration”（educationchain，industrychain，talentchain，andinovationchain）asan analyticalframework，thisstudyidentifiespersistentisuesinindustryeducationcolaboration，includinginadequatepolicy implementation，thedigitaldivide，andinsuficientcorporateengagement.Therootcauseoftheseproblemsistheabsenceofan efectiveclosed-loocolaborative mechanism.Bydeconstructing howtheeducationsupplysidedynamicallrespondstodustrial needsand howindustrialdemand stimulatesrural development，thispaper proposesa“dual-circulationcoupling”implementation pathway.Theinternal circulation focusesonthe dynamicalignment betweenacademicprogramdesignand industrial needs， establishing anearly-warning system for industrial demandanda modularcompetency-buildingframework.The exteralcirulation aimstoconstructasynergisticnetworkfortechnologydisseminationandvalue-addeddevelopmentofcounty-characteristic industries，enhancingtheeffectivenessof industryeducationcollborationthrough innovativegovernancetools.Thispathway facilitatesthetransformationof industrialcolegesfromprovidingone-waysupporttoachievingsystemiccoupling.Itprovides theoreticalsupportandpracticalsolutionsforalleviatingteshortagesoftalentandtechologyinuralareasandofersinsightfor policy-making in deepening industry-education collaboration reforms at the county level.
