Abstract：After more thana decadeof vigorous development，China’s cultural and tourism characteristic towns have entered ahigh-qualitydevelopment stage.However，they generaly face problems suchasa tendency towards real estate projects，product homogenization，and insuffcientoperational benefits.Taking the“Engineering-ProcurementConstruction-Operation integration”（EPCO）model as the research object，it is found thatthis model hasadvantages such as“operation in advance”and“integration of responsibilitysubjects”，which can efectively solvethe main problemsfaced byculturaland tourismcharacteristic town projects in Chinaand isapplicabletogovernment-ledcultural and tourism characteristic town projects.Taking the Tongyu 1941 Town project in Zuoquan County，Shanxi Province as acase，anapplication analysisofthe EPCO model is conducted，and a standardizedapplication tool for the EPCO modelapplicable togovernment-ledcultural and tourism characteristic town projects isproposed.Applicationsuggestionsarealsoputforwardfor the main stakeholdersof the project，with theaimofpromoting thehealthydevelopmentof

cultural and tourism characteristic town projects in China.
