Abstract：Major enginering projects have become a powerful driving force for economic and social development in various countries，and both theacademic and engineering communitiesare paying atention to the modernization process of their governance.In viewofthis，the implementation processof major projects isregarded as atransactionprocess， andthegovernanceof engineering transactions is further studied from two dimensions of contractand relationship. Based on this，focusing on the framework of the governance system for major engineering projects，after analyzing the roleof top-level governance in the governance of enginering transactions，adeeper analysis of the governance of engineeringtransactions is conductedfromthetwo dimensions：ontheone hand，the governance of engineering transactions is notonly basedon the governance of theenginering contract fulfilment process，but also involves the whole process governanceof engineering transaction planning，bidding，andcontract signing；ontheother hand，contract governance is thefoundationinthegovernanceof theengineering transaction process，butithas limitations，and itisnecessary tointroducerelationshipgoverance basedonsocial systems orrelationshipsto supplementit.Moreover，basedon China'sinstitutional advantages，，relevant strategies forPartybuilding leading thewayofthe govermance of major enginering transactions are proposed，including embedding Party building leadership into the whole processof major engineering transactions，seeking truth from facts inthe major engineering transactionactivities，and promoting thecultural constructionof the major enginering transaction process with the excellent traditions of the CPC.The researchcan provide theoretical references for the transaction governance of major projects under the Chinese-style relationship governance.
