Abstract:To address the chalenges of distributed data privacy protection,real-time data stream processing,and featureuncertaintyineducational project management scenarios,a Federated-Online-Interval-Fuzzy-Clustering(FOIFCM)algorithm isproposed,which integrates federated learning,online leaming,and interval fuzzy clustering.The construction of a dynamic decision-making management system for educational projects based on FOIFCM has become a key path to break through the current bottlenecks in educational project management.The FOIFCM algorithmachieves privacy protection of distributeddata through a federated learning architecture,processes time-series data streams using anonlinelearning mechanism,and handlesthe uncertaintyin educational data basedon intervalfuzzy clustering.Additionally,itintroducesadaptive cluster number adjustment,dynamic fuzzy index,and weighted interval distance measurementto effctivelydeal withconcept driftand feature heterogeneityindata.Theresults show thattheFOIFCM algorithm has excellent clusteringquality,strong dynamic adaptability,secure privacy protection,and effective decision support.Its clustering quality and dynamic adaptabilityare significantly beterthan those of traditional algorithms, which can significantlyimprove theexecution eficiencyand goal achievement rateof educational projects.The decision-making system driven byitcan effectively enhance the management effct of educational projects andalso provide a data-driven practical framework for educational project management.
