Competency Based Construction Workers Skill Level Evaluation and Influencing Factors

Abstract:Low skillevel among construction workers is the major contributor to qualitydefectsand suboptimal productivity in construction projects.Building onan improved Durandcompetency framework,developa skill-level evaluation index systemacross four dimensions:knowledge,skils,atitudes,and potential.Using surveydata,workers’ skillevel is evaluatedandanalysed,andstepwiseregresion is employedto identifythekeydeterminants influencing skillevels.Theresultsindicate that educational attinment,work intensity,frequencyofsafetyeducation,participation in skills training,working conditionsandthe status of labour contractsigning exertsignificant effectsonconstruction workers’skillevel.On this basis,propose an integrated setof policy recommendations centredona“tiered training pathway-skilscertification withdiferentiated training-supportiveinstitutional incentives”.These measures provide a practical pathwayforcultivatinga knowledge-based,skil-oriented,and innovation-driven construction workforcecapableof meting thedemands of industry transformation and upgrading,thereby promoting high-quality developmentof the construction sector.
