Abstract：Inthecontext ofourcountry'svigorous implementationof urban renewal，thePPP model hasbecome its main promotion model，and govermment behavior plays a keyrole in the value ofthe project.Basedon the grounded theory method，a govermment behaviorconstruct model forPPP projects is constructed，and it isdeconstructed into 3 categories，8aspects，and17 items in a total of39 categories;through literature analysis，atheoretical model is constructed with government behavioras the independent variable，trustas the intermediaryvariable，and PPPproject valueas thedependent variable.；Basedon155 sets ofvalid data，the structural equation model isused to empirically test the theoretical model.The results show that government performance behavior and service behavior have a significant positive impact on trust，while supervision behaviorhas a negative impact;allthreetypes of govermmentbehaviors have a positive efect on project value，among which performance behavior has the strongest impact；trust not only significantly promotes project value，but also plays apart of themediating efect between government behavior and value co-creation.In lightof this，three suggestionsareput forwardatthepractical level.Firstly，release modelcontracts and implement policies to enhance thegovermment'scommitmentto fulfiling itsobligations in good faith.Secondly， strengthen the division of labor and collaboration among govermment departments，introduce public supervision，and improvetheregulatory system.Thirdly，acceleratetheconstructionof aservice system in the fieldof urbanrenewal. The research can serve as a reference forfuture urban renewal PPP projects and provide theoretical supportand practical guidance for promoting the high-quality development of urban renewal PPP projects.
