Construction of an Evaluation Index System for County Industrial CollegesBased on the CIPPModel

Abstract: Under the strategic context of the2O24—2035 master planon building China into aleading country in education, whichpromotes thedecentralizationofvocationaleducationresources tocounty-levelregions,countyindustrialcoleges,as emergingcarersofndustrduationintegraton,sfacedpracticalchallngessuchasteorecalstagnationandthbeceof evaluation systems.Guidedbythe CIPPmodeland incorporatingcorecharacteristicsofcountyindustrialcolleges—including “localizedembedding”and“multi-stakeholderco-construction”—this studyconstructsafour-dimensionevaluation indexsystem encompassing“context-inputprocessutput."”roughliteratureanalsis,expertinteriews,andmpiricalresearches,dyamic evaluationmodelisdvelopedwith6primaryidicators,14secondaryindicators,nd3tertiaryindicators.Tismodeluquely integrates distinctiemetricssuchas“countyindustralcompatibility”and“industryeducationresoueconversioate,"addesing thelimitationsoftraditionalevaluationsthatprioritize“scaleoversubstance.”Thefidingsdemonstratethatthemodelfectively identifiesbtleecksiidustrducatiocolboratioptimiesrsoueallcation,ndprovidsasentificbasisfacing thequalityofcountyindustrialcoleges.Italsoestablishesmethodologicalinnovationforthereformofvocationaleducation evaluation systems.
