Abstract: Since 20o5,the tobaco industryhas implemented a seriesof policies aimedatbenefiting farmers and strengthening agricultural development.Togain adeeperunderstanding of theeffectsof these policies,this studyevaluatedtheefectivenesof tobacco planting subsidy andsupport policies and provides recommendations for improvement based onfield research, interviews, andquestioairescoductedin25countidistrictscounty-levelcities)across12prefecture-levelregiosof7majortobaco growing provinces in China.Theresults showedthatthe implementation ofthe tobacco planting subsidyand support policy has significantlyimprovedtobaccoplantingandsalesconditions,andthefrmershavegenerallespondedwithighlevelsofawareess and satisfaction, with 9 5 . 3 5 % of participating farmers being very or moderately familiar with the pre-harvest investment policies,and 9 8 . 1 8 % offarmers believing thatthe tobacco leaf policiesare publicly disclosed and announced in atimely manner,with an overall satisfaction rate of 8 6 . 0 1 % . However, there is stillroom for improvement. To increase the eficacy of subsidyand support policies, it iseentialtoancepolcyontent,developemacroregulatioapproachs,improeimplemetatioeficiencyndablish robust performance management system.
