Abstract:Landreseveshave playedanireplaceableroleinstabilzingurbangrowth,promoting transformation,andesuringpeople's livelihod.Atpresent,Sanghaisurbandevelopmentisfacingtedualpresureofounter-cclicaladjustmentandresouecostrats. Basedon thein-depth analysisof theexisting problems inthecurrnt landreserve,including lackofclose integration betweeland reserveandpaleatioectallooldtets,ts thattheoverallplaingofShangaicityshouldbetakenastheguide,focusingontheconstructionof“fivecenters”andstrengthenthe overallplaningasleadingroleintheity’slandreservework.Establishandimproveanewlandreseremechanismcharacterizedby “oneleadershipandfiveoverallplaning",focusontheconstructionofreserveplaningandprogrammesystem,storageadsupply linkagemechsm,rba-ualegatiomecansm,ndgualityplementatiopathndpovidelevantwksggor theimplementationofthenewlandreseremechanism,icludingdepeningtheimplementationofthenewmechanismforlandresee carefull formlatinglandreserveplaningandannualplans,focusingonenancingtheoverallcoodinationofmunicipallandesere work,carefullyonstructinggqualtyimplemetationpathsforlandesee,anddeepeingteconstructionofsartseariosnd information platforms.Thetop-level designand implementatiopath forthelandreserve work inthe future periodis established.
