Dual-Innovation Policies，High-Quality Entrepreneurship，and the Level of Urban Digitization： Quasi-Natural Experiments Based on the Construction of National Innovation and Entrepreneurship Demonstration Bases

Abstract：Taking the construction of national dual-innovation demonstration bases as a quasi-natural experiment，an overlapping double-difference model is used to explore the impact of location-oriented policies based on innovation and entrepreneurship on the level of urban Numerical Intelligence from the perspective of high-quality entrepreneurship. The study finds that the establishment of dual-innovation demonstration bases can significantly increase the level of urban Numerical Intelligence，and the above conclusions still hold in the robustness tests such as the parallel trend test，the placebo test，and the propensity score matching，etc.;the mechanism test suggests that the establishment of dual-innovation demonstration bases can increase the level of urban Numerical Intelligence through high-quality entrepreneurship；the test of heterogeneity shows that the establishment of dual-innovation demonstration bases has a significant impact on the general;the heterogeneity test shows that the establishment of biinnovation demonstration bases has a more obvious effect on the digital inteligence level of general cities，eastern cities，large cities and cities with beter scientific and educational resources. The findings of this study not only help to deeply understand the effect of entrepreneurship policies represented by dual-innovation demonstration bases on the level of digital intelligence development of cities，but also provide a policy basis for local governments to fully explore the value of entrepreneurship through dual-innovation demonstration bases and to coordinate the development of the region.
