京津冀地区高校科技创新能力综合测度及影响因素分析

Comprehensive Evaluation and Determinant Analysis of Technological Innovation Capability in Higher Education Institutions within the Beijing-Tianjin-Hebei Region

Abstract:Under the advancing Beijing-Tianjin-Hebei coordinated development strategy,the scientific and technological innovation capacity of universities plays a crucial supporting role in regional innovation. Based on university science and technology statistics from 2O16 to 2O23 in this region,this study systematically measures regional innovation capabilities and explores influencing factors through entropy method,ARIMA model,global spatial autocorrelation analysis,and random efects model. Key findings reveal: ① The distribution of innovation capability shows a pattern of strong core region and weak peripheral region. Beijing has outstanding performance in all dimensions but its radiation capability fluctuates, Tianjin lags behind and its growth rate is slow,and Hebei Province continues to improve but its foundation is weak; ② The global spatial autocorrelation analysis reveals that the negative correlation of innovation capability continues to increase,innovation resources are concentrated in core regions,and the development of marginal regions is limited; ③ The random effects model shows that government research funding has a significant promoting effect on innovation ability,while the number of patents is negatively correlated with innovation quality; ④ ARIMA forecasts that Beijing will remain stable in the next five years,Tianjin willremain low,and Hebei Province willcontinue to grow. Based on this,the paper puts forward countermeasures and suggestions such as establishing regional innovation cooperation network,optimizing resource allocation mechanism,reforming scientific research evaluation system,etc.,to provide decision-making basis for improving the innovation efficiency of colleges and universities in Beijing-Tianjin-Hebei.
