Abstract：The transformation of scientific and technological achievements is a crucial link in cultivating new quality productive forces and driving high一quality development. To provide a scientific basis for more rational policy formulation in planned cities and even nationwide，this study took Dalian，Qingdao，Ningbo， Xiamen，and Shenzhen as samples to explore how these cities acelerate the local transformation of scientific and technological achievements through policy combinations. By reviewing relevant policy texts from 2O04 to 2024 and employing policy document quantification and social network analysis，a two- dimensional analytical framework of“policy tools- policy focus”was constructed. This framework was used to analyze the usage，combination characteristics of policy tools，and their impact on the governance system for the transformation of scientific and technological achievements.The study identified issues in the design，application，and combination of policy tools for the transformation of scientific and technological achievements in planned cities. It was found that the policy system primarily relies on supply一side tools，emphasizing incentive mechanisms and capacity building. However，problems such as single policy tool combinations，an overemphasis on incentives，and a lack of specificity were observed. Consequently，suggestions were made to optimize policy tool combinations，balance policy focus，and implement targeted measures according to local conditions. These recommendations aim to establish a multi一dimensional collaborative policy support system，thereby enhancing the efficiency and quality of the transformation of scientific and technological achievements.
