Impact of the "one-stop inspection" for fishing vessels on the timeliness of aquatic product logistics

Abstract：Aquatic product logistics serves as acritical link connecting fisheries production with consumer markets.As the primary carrier at the source of the aquatic product supply chain，fishing vessels’inspection is essential for ensuring navigation safety，maintaining aquatic product quality，and influencing the eficientlyof initiating the logistics chain.In recent years，China’s fisheries authorities have promoted the reform of the "one一 stop inspection" model，integrating multiple departmental functions to achieve eficient services such as single一 application submision，centralized inspection，paralelapprovals，andunified certification.Basedon the industrial characteristics and circulation paterns of aquatic product logistics，this paper systematically analyzes the core concepts and operational mechanisms of the "one-stop inspection" model for fishing vessls.It further explores pathways to enhance the timeliness of aquatic product logistics and validates the models application efectiveness through practical cases studies.The study aims to provide theoretical references and practical insights for further optimizing fisheries services and facilitating the upgrading of the aquatic product logistics industry.

渔业船舶“一站式检验"模式是指在政府主导下，整合渔业行政主管部门、海事管理机构、海关及质检检疫等多个涉渔管理部门的检验检测职能，依托信息化技术搭建统一的服务平台，将船舶安全检验、船员资质审核、水产品检疫、病害监测和通关备案等多项业务进行流程再造与并联整合，实现渔业船舶从出港前检验到进港后核验的全流程“一次性受理、一体化服务、一站式办结"的新型检验管理模式[1]。（剩余3544字）
