Abstract：ThispaperconductsacomprehensiveanalysisandreviewofthechangingtrendsintheFourWaterschalengeintheYangtzeRiverbasinItproposesongtermtargetrequirementsforthehigh-qualitydevelopmentofwaterresourcesintheYangzeRiver. Basedntheatuityectivessndsustaiabiltyfcholo，etofpriplesforengndtegatioloi thecordinatedgoveranceoftheFour Watersisformulated.Utilizingthefivestagetheory，thematurity（SRL）matrixbasedtechn logicalintegrationmetodisotiiedfortegoveanceofeFourWatersFollwingteprnciplesofquantfingthdamagecused bytheFourWatersallngesinteYangtzeRverandbalancingteultidimensioalsystemgoveanceagainsttecholoicalefits， atechnologicalintegrationframeworkforterotectionanddevelopmentofwateresoucesintheYagtzeRiverisonstructedThee searchaistocomprehensivelydiagnosetheissuesregardingtheproblemof“fourrivers”intheYangtzeRiverandprovideintegrated technical solutionsand theories fortheeficientutilizationand protectionof the waterresourcesoftheYangtze River.
