Abstract：Thelow-carbondevelopmentof industrialparksiscomprehensiveandcomplex.Taking BaoshanEconomicDevelopment ZoneinHebiasanexample，thecarbonemisionintensityoftheparkisinvestigatedandcalculated，andtelowcarbondevelopent strategyisproposedTheresultsshowthatcarbondioxideemisionsinBaoshanconomicdevelopmentZonecontinuetoincreasearbon emisionsperunitofindustrialaddedvaluecontinuetoecline，indicatingthattheparkisinthedevelopmentstagofcapacityexpansion，whilethetechnicalcontentofenterprisesandecoomicbenefitscontinuetoimprove.Telow-carbondevelopmentproblemsofthe parkmainlyincudethesructuredependentonfosilenenedsteadusted，teencompeitiveadvantageoftheadingdus tryneedstoegd，tporingaitabodhlogspoedeiof greenandlowarbonifrasructureisimperfectTeloarbonevelopmentstrategofteparkisproposedbydjustingandtizingtheeerructure，promotigtentrasfoationofteidstryotiuouslyrengthingsientificndecholoicai vation，langutateicegingiustisproingtendlowarbevelflingsndilingabope sion platform of the park.
