Abstract：Beijing2O22Games haselevated iceandsnowsports fromaregionalactivitytothe heightofanational strategyand hasopenedupdevelopment spacefortheiceandsnow industryintheBeijing-Tianjin-Hebei region in thenew era.Byapplying the mechanism of synergetics，this paper analyzes the current situation of the“selforganization”developmentof iceand snow industryin Beijing，TianjinandHebei Province.Itshows that，under the opportunityof Olympic Winter Games，the three regions have spontaneously expanded their local ice and snow industries，buteach of them also has itsown development botlenecks.Inresponse to this，this paper proposes “pan-collaboration”paths，suchas promoting the implementationof policies with joint eforts from themacro to themicrolevel，makinganoverallayouttoconsolidatethesupportofthe transportationnetwork，developingthe iceand snow industry ina coordinated manner according to local conditions，promoting exchanges and mutual

assistance to ensure talent cultivation in unison， improving the industrial chain and comprehensively optimizing the industrial environment，and driving development with science and technology to innovate and upgrade the industrial model.By promoting the transformation of the three regions from separate operationsto overall linkage，the high-quality development of iceand snow industry in the Beijing
