Abstract：At present，China's iceand snow industryis facing the convergence ofpolicysupportand market demand.However，itisdifficulttoachieveefficient integrationof traditional productionfactorsand industrial models.There isan urgent need to develop new qualitative productivity to drive the sustainable development of the iceand snow industry.By sortingout the development opportunities of China'siceand snow industry under new qualitative productivity，itis found that thecurrnt technological innovation empowers the cultivationof professional talents in theiceand snow field，digital and intelligent collaboration promotes the upgradingof the ice and snow industry chain，new scenarios activate the blue ocean of national ice and snow consumption， andthespillover effect of the Olympic Winter Games is significant.However，in the process of empowering by newqualitative productivity，there arealso practical dilemmas suchas theshortageofcompound talents in the iceand snow industry，theover-reliance of high-end equipment in the iceand snow industry on imports，and climate change hindering the development of iceand snow resources.It is proposed to adopt multiple measures

simultaneously to break through the barriers of the shrinking number of compound talents;optimize the allocation of production factors and unblock the bottlenecksin technology transformation;innovate climateadaptation technologiesand deepen sustainable development and other industrial drivingpaths.By reshapingthe factor structure，spatial formand value logic of the iceand snow economywith new qualitative

productivityinthepost-OlympicWinterGames era，anewchapterofhigh-qualitydevelopmentofChinese-style modernizationcanbewritten.
