Abstract：Thenew development pattrn highlights the strategic direction China's economic development in thenewera playsahugeguiding promoting roleinthe high-qualitydevelopmentthe ice snow sports tourism industry.By analyzing theconditions for the high-quality developmentChina’s ice snow sports tourismindustry，itis foundthat itsexisting foundation includesnational local policydividends，the obvious growth trend ice snow sports tourism consumption， the fullactivation industrial vitality by diversified events.The driving factors include the continuous improvement domestic dem in the industry， thein-depth promotion globalcooperation， the inevitablerequirement the transformation from“Made in China”to“Created in China”.At the same time，the high-quality development China's ice snow sports tourism industry also faces some obstacles，such as diffculties in implementing policies systems， an imperfect domestic dem system;unbalanced supply structure blockage the domestic circulation; loose industrial chain structurepasivity ininternational trade.This paper proposes transformation strategies suchas improving policy innovationability to stimulate domestic dem consumption;enhancing the level industrialization to unblock the domestic circulation; strengthening theempowerment high technology to

promote international circulation，etc.By promoting thehigh-qualitydevelopmentChina'sice snow sports tourism industry，it can make greater contributions to the comprehensive construction a socialist modern country.
