Abstract：In the context of the new era，local state-owned enterprises （SOEs） serve as pivotal engines for regional economic growth，and their trajectory of high-quality development is fundamentally anchored in the comprehensive leadership of the Communist Party of China.This paper focuses on high-quality Party building as a strategic driver，integrating theoretical analysis with case-based investigation to examine the intrinsic logic，practical pathways，and long-term safeguarding mechanisms of Party-led development in local SOEs.It advocates for a multidimensional optimization strategy aimed at enhancing political leadership，modernizing governance efficiency，advancing systemic reforms in organizational development，strengthening talent cultivation through strategic planning，and promoting cultural integration via innovative practices.The study proposes the construction of an empowering “Party Building Plus” framework to support deepened reforms，actively align with major national strategies，and provide both robust theoretical foundations and actionable guidance for practice.
