推荐性国家标准编制说明常见问题分析和改进建议

摘 要：2022年9月，《国家标准管理办法》修订后，编制说明的工作要求发生变化。本文以推荐性国家标准为例，对编制说明的主要内容、常见问题进行分析并提出改进建议。旨在为标准起草工作组规范编写编制说明提供参考，帮助标准化技术委员会掌握编制说明审查重点，共同提高国家标准报批材料质量。

Analysis of Common Problems and Suggestions for Improvement in the Preparation of Voluntary National Standards

Abstract： After the revision of the National Standards Management Measures in September 2022， the requirements for preparing the instructions will change. Taking the voluntary national standards as an example， this paper analyzes the main contents and common problems of the preparation instructions， and puts forward suggestions for improvement. The purpose is to provide reference for the standard drafting working group to prepare the preparation instructions， help the standardization technical committee grasp the review focus of the preparation instructions， and jointly improve the quality of materials submitted for the approval of national standards.
