Optimizing and Restructuring of University ResearchEvaluation System Based on "Three New Developments" Concept

Abstract:An in-depth exploration of the reform of university research evaluation systems from is conducted the perspective of embracing the new development stage,implementing the new development philosophy,and forginga new development paradigm.Inthenew development stage,influencedbynational rejuvenation trends,transformations in knowledge production models,and the distortion of research evaluation mechanisms,the current evaluation paradigm urgently requires upgrading.By implementing the principles of innovation,coordination,g reen development,openness,and sharing,the reform aims to realign evaluation systemswith their core mission of advancing scientific progress and cultivating innovative talent,thereby strengthening the orientation toward high -quality development.The optimization and reconstruction of the system will focus on six key dimensions: reshaping evaluation subjects,precisely defining evaluationobjects,establishing standardized criteria,refining evaluation methodologies, rebuilding evaluation credibility,and improving supporting mechanisms.Therestructured system, centeredon quality,performance,andcontribution,will beteralign with contemporary demands, enhance both research capabilities and talent cultivation quality in higher education institutions,and ultimately contribute to national innovation and the development of a strong country in science, technology,and talent.
