Abstract： To address prevalent challenges in cultivating outstanding electrical engineers-including suboptimal course quality （scarcity of“Golden Courses”）， inadequate practical training （shortage of “ Gold-Standard Workshops”）， lagging program development （insufficiency of“Premier Programs”）， and deficient professionalism （deficiency in“Professional Refinement”）—this study innovatively proposes the“Three Gold for Refining Excellnce” four-in-one cultivation model for outsanding electrical engineers at local universities.It elaborates on the model's components，distinctive features，and implementation. Through the synergistic innovation of“Golden Courses，Gold-Standard Workshops，Premier Programs，and Professional Refinement”，the model resolves multidimensional issues across curricula， practice，program development，and professionalism，offering a valuable reference for cultivating outstanding electrical engineers.
