Abstract：Intheprocessof modem vocational educationservingthehigh-qualityindustrydevelopment，the techncal service capabilitiesofighervocatioalcollegesserveasaboosterforpromotingtheitegratioofduationandidustryandaealsote keyengieforenhancing theadaptabilityof talentcultivation，servingreginaleconomic development，andhighlighting the type characteristicsofvocationaleducation.Therefore，howtoimprovetheualityandeficiencyof echnicalservicesprovidedbyigher vocationalcollegesisapressingandurgentissuethatneedstoeadresedBasedonthedefiitionofteconnotationdefiiionof technicalservicsinhighervocationalcolegesandtheanalysisofthecurrentsituationof technicalservicedevelopmentinigher vocationalcolegesinShandongProvince，thisstudyidentifiesandexplorestheinfluencesoftechnology，organizationand environmentonthe technicalservicecapabilitiesofhighervocationalcoleges throughtheTOEframework.Atthesametime，it proposessolutionsandsuggestionsforenhancingthetechnical servicecapabiliesofhigher vocationalcollges，withtheaimof providingatheoreticalbasisandpracticalefereceforhighervocatioalcollges toimprovetheir tchicalseicecapabilitisduring theprocessofidustrialupgradingandtasomatio，andfurterdepentiritegationofucationandidustryeatiof science and education.
