Practice of Information System Construction for the Rectification System of Unauthorized Land Occupation and Ilegal Housing Construction in Rural Areas -Taking Hebei Province as an Example

Abstract：To rectify the problemof illgal ocupation offarmland for housing construction inrural areas，this paper conducts verification，rectificationandresult summaryofrelated plotpatches toobtainaccurate informationonilegalrural housing constructionon farmland.Taking Hebei Provinceas an example，this paper developsa special rectification system platformforillegalocupationoffarmlandforruralhousingconstructionin Hebei Province.Afterobtaining suspectedexistingor newlyaddedplotpatchesofillgalrural housingconstructiononfarmlandthrough theplatform，thenaturalresourceauthorities atcounty （city，district）level isue verification tasksfortheproblematicplotpatchesandcolectsupporting materials for rectification.Theplatfomformsaninformatizedrectificationworkflowafterverificationandconfirmationbythenaturalesource authoritiesatteprovinciallevel.Withtheelpoftherectificationsystemplatform，theimplementationofatree-levellnkage mechanismforillgalruralhousingconstructiononfrmlandatprovincial，municipalandcountylevels ispromoted，soas to effectivelycurbnewillegalactsofoccupingfarmlandforuralhousingconstruction.Finallycombindwiththeactualworkin HebeiProvince，thispaperputsforwardexistingproblemsandsolutionsintherectfcationofillgaloccupationoffarmlandfor rural housing construction，and provides reasonable suggestionsfornatural resource authorities toformulate policies.
