Abstract： The construction of the discourse system of China’s new political party system is，in essence，a process of translating institutional strengths into governance efcacy through communicationand practice.This discourse system is of great theoretical and practical significance for consolidating the Party's governance foundation and advancing the modernization of China’s governance system and capacity.The logic of its construction permeates three dimensions： political governance，social governance，and cultural governance，with rural governance practice serving as one of the crucialfelds forits implementation.Currentlyrural grasroots Partyorganizations playaleadingrole intheconstruction anddisseminationofthisdiscoursesystem，andtheestablishmentofmechanismsforruralconsultativedemoracyhas beninstrumental inthis processAlthough the channels for dissminating the discourse system inrural areas have diversified，the effectivenessof this disseminationneeds significant enhancement.Therefore，theconstruction and disseminationpathways can be advanced and refined by improving mechanisms for grasroots political governance， innovating approaches to rural social governance，and optimizing cultural dissemination mechanisms at therural level.
