Empowering the High-Quality Development of Guangdong's Marine Public Service Industry With New Quality Productivity

Abstract： Given the strategic emphasis on maritime power，，the marine public service industry，which is crucial for supporting high-quality development of the marine economy，urgently needs to transform and upgrade.Defined as an advanced form of productivity，Newquality productivity（NQP）is the core driving force for this industrial transformation．Asaleading maritime economy province，Guangdong hasachieved preliminary successin the basic， productive，and consumer services within its marine public service industry. However，core bottlenecks in cultivating NQP persist，including a mismatch between the supplyand demand of marine labor，lagging innovation in marine labor materials and infrastructure，structural imbalances and insuffcient understanding of marine laborobjects，and deficiencies in the collaborative governanceof marine production relations.This paper，basedon the theoryof newquality productive forces，builds an analytical framework from four dimensions： laborers，labor objects，labor materials，and production relations，and systematicallyanalyzes the development chalenges of Guangdong's marine public service industry.And propose a collaborative empowerment path， including cultivating high-quality marine laborers tostrengthen the intellectual supportofnewqualityproductivity，innovating the technologyofmeansof marine labor to promote the digital and intellgent constructionof infrastructure，optimizing thestructureofobjectsof marine labor to achieve a win-win situation between industrial balance and ecology，and establishing deep-seated marine relations of production tooptimize management mechanisms and the businessenvironment.The research aims to promote the high-quality development of Guangdong's marine public service industry and foster anew maritime Guangdong by advancing the four-dimensional path in a coordinated manner and innovatively configuring production factors.
