Abstract： During the later Northern Dynasties，the Northern Zhou and Northern Qi confronted each other along the Yellow River and Fenhe River for several decades.Both sides had operated in the border areas for a long time.When the Northern Zhou occupied the area of Hedong，they immediately established amilitary fort system here.Longtou Cheng was an important military stronghold on the eastern defense line. The Northern Zhou established the administrative centers of Jiangzhou and Zhengping， where the prefectural troops stationed and built cities，integrating military and political forces. There was an independent management system，running in paralel with civil affirs. According to these inscriptions on the statues， it can be known that there were three sets of military and political management systems in the Longtou Cheng： theKaifu oficers and its staff，local civil administration，and military soldiers.The remained and once recorded inscriptions on statues near Longtou Cheng in Wenxi today precisely provided more important historical materials for study the military and political system and Buddhist activities at Jiangzhou of the Northern Zhou.
