A Comparative Study of Intellectual Property Information Services Between PATLIB in German Universities and TISC in Chinese Universities

AbstractWith the implementationof the intellectual property （IP）strategy in China，higher demands have been placed on the country's IP informationservices.Askeycenters for educationand research，universitylibraries should further expand new approaches to IP information services and introduce new measures to enhance overalleffciency， thereby contributing to technological innovationand development.Thisstudyuses comparativeanalysis to examine the IP information services provided by German university patent information centers （PATLIB）and Chinese university Technology and Innovation Support Centers （TISC）. Drawing on the practical experiences of Germany's PATLIB，the study proposes pathways toenhance thelevelof patent informationservices in Chinese universitylibraries：appropriately defining the scope of IP information services;building specialized IP informationservice teams; cordinate and mobilize multipleresources; creating an integrated IPculturalcommunication matrix; increasingpolicyand financialsupport;and integrate high-quality data resources and build intelligent platforms.
