Construction of Bibliographic Data Governance System for Foreign Language Books Based on Data Governance Theory： a Case Study of Shenzhen's Library City

AbstractAgainstthe backdropof the digital transformationofpubliccultural services，bibliographicdata governance hasbecome a critical factorin enhancing the eficiency of resource utilization andthe effectiveness of knowledge servicesinpublic libraries.Takingdata governancetheoryasitstheoreticalfoundationand integrating themanagement philosophy of the PDCA cycle，this paper focuses onthe practical needsof bibliographic data governance for foreign language books in Shenzhen’s library cityand constructs a ful-life-cycle management closed-loop system of “governance objectives-multiple stakeholders-governance objects-technical tols-governance outcomes”.Through asystematic exploration of mechanism innovation from data integration to governance，the study aims to provide a replicable governance paradigm forbibliographic data in regional library consortia.

深圳市“图书馆之城”建设历经二十年，在服务网络布局、资源整合能力、技术应用水平及服务效能优化等方面实现跨越式发展，形成了以用户需求为导向、以智慧互联为特征、以资源普惠为目标的现代化图书馆服务体系，但在外文图书领域仍面临数据治理体系碎片化问题，如多平台异构导致数据孤岛、编目标准冲突影响数据一致性、资产分类混乱降低数据精准性等。（剩余7803字）
