Abstract The new quality productive forces are becoming a pivotal force driving the development and progre of societyin politics，economics，culture，andotheraspects.Publiclibraries，ascrucial institutions inthefieldof publiccultural services，requirenewinterpretationsagainst the backdropofthis newera.Employinglogicalreasoningandutilizing the logicof theproductivityprocessasananalyticalframework，thisarticleintegratestherequirements forthepublic'sabilities，cognition，and literacy inthecultivation of emerging productivity.Centeringonthe technology innovation-driven characteristicsof the newqualityproductive forces development，thearticleelucidates the multiple roles，driving effects， and practical orientations of public libraries inthecontextof emerging productivitydevelopment.Public libraries serve asconstructors of enriched knowledgeresources，providersofbalanced knowledge services，facilitatorsofconvenient knowledge exchange，and promotersofuniversalknowledgeutilzation.Byoferingfoundational talentsupport，enhancingcritical literacy，andshapingdevelopmental environments，theyplayasignificantroleinfosteringandexpanding emerging productivity，becoming an indispensable element during its development phase.In the future，public libraries shouldtake their fundamental mission astheircore，technology innovation as their drive，and institutional supplyas their guarante to establish innovative advantages compatible with the development of emerging productivity.
