The "Tacitness" and "Consensus" of Scientific Decision-Making： Construction and Evolution of British Evidence-Based Decision-Making Governance System

Abstract Evidence-based decision-making，as an important governance meansand tols forthe government to solve complex social problems，respond to major crises andrisk decisions，and improve itsown decision-makingability and credibility，hasatracted muchatentionandrespected indeveloedcountriesrepresentedbythe UK.Thearticletakes the UK as an example.Based on the relevant policies，data and cases of evidence-based decision-making governance，this article analyzes the practical value of evidence-based decision-making governance inpolitics，economy，andsociety， builds the theoretical frameworkof the British evidene-based decision-making governance system，and analyzes structure，elements，characteristicsandmechanisms toprovideinternationalexperienceevidencefortheconstructionoftheev idence-based decision-making governance system in China.The article finds that the British evidence-based decisionmakingwork ispromotedwithamorestandardized，more distinctive，and more in-depth developmentsituation.Thegovernment-led decision-making subjects，expert support subjects，and public-dominated beneficiaries are gradualyreaching“tacitness”and“consensus”of scientific decision-making to ensure that theinterests of multi-party interests are met. 随着现代社会全球化、科技化、数字化进程不断加快，人与经济、环境健康协调发展，社会公平、普惠、共赢以及人人享有发展成果的需求不断释放，政府作为现代社会治理科学化的主导力量，其理性决策成为科学管理时代下政策制定的核心理念，逐渐将公共政策从政治系统一种产品的身份上升为一门“政策科学”，即循证决策（Evidence-basedPolicy-making）。（剩余19627字）
