Research on the US Governance System of Evidence-Based Policy-Making from the Perspective of Activity Theory

Abstract The United States isoneof theearliestcountries to carryout evidence-based policy-making.The governance of its evdence-based policy-making has been developing continuously ina specific socialand cultural background and institutional environment，forming arelativelycomplete activitysystem，which has atracted theatention of manystudies.This articlereviews thecore viewpoints ofactivity theory andthe governance of evidence-based policy-making，analyzesthe socialbackgroundfactorsand intenal governanceelements thatpromote theformationof the governanceactivity system of evidence-based policy-making inthe US from the perspective of activity theory.Onthis basis，the article constructs a theoretical analysis framework of the US govermance system for evidence-based policy-making，including foursubsystems—evidence-based capacity building，evidence-basedcommunication，publicparticipation inevidencebased，and evidence-basedcollaboration.Italso explores thedynamic mechanismthatsupports theoperation and evolutionof the system from four dimensions—tool empowerment mechanism，policyincentive mechanism，interest-driven mechanismand collaborative cooperation mechanism.Finaly，it systematicallysorts out and proposes the problems and challenges faced by the practice of the US governance of evidence-based policy-making.
